In little states or communities, yes, a lot of backroom deals. I tell the story of growing up in the 70s as a teenager and watching the politicians from both sides gather at a local news stand to negotiate who was going to run, going to be a judge and going to get jobs.

They "were chosen by party leadership" the Republican party leadership. It was well publicized that the Republicans were trolling Democrats . It's what every party does. They look for the weak and the ones with least to loose.
