Workspace does cost a little but the free (personal) tier services are generous and if people sign up for an account to access Drive you can use shared Chat Groups, Calendars, Meet etc which all integrate with Drive so it might be a little more frictionless.

It can behave differently in Drive or Photos or GCP. However, if you Share it with full access to another account or share with a app that can download it will preserve Exif data. It will alter the modified timestamp but preserve the created/taken date and location etc.
