Mind you you're not calling the politician directly, just a phone operator taking falls on their behalf. So don't worry if the guy representing your state is a nut. The phone reps are more often than not very cordial and their only job is to write your opinion down and pass it on.

Call them both! Bills typically go through the House of Representatives, and if it passes, then it goes through the Senate. So the Representatives are the first line of defense, if the bill doesn't get enough votes in that phase, then it will die before it gets to the Senate.
