Valuing art is one of the most difficult things to do as it tends to be down to interpretation. I never haggle art.

Painting water is one of the most difficult skills in art.
There is an African artist based in West Africa called Lamp. He's very good at such a depiction.
Rukiye Garip a Turkish artist is one of the best with water.
