GP5Ks aren't really what I'd call "winter tyres" but as long as you remember to keep them pumped up enough to stop pinch flats you should have a great time.

We really don't.
The Estonian ID scheme that's touted as poster child for this was hacked compromising vast amounts of personal information. We just don't want that and would rather spend the implemenation money on something else.

It's just a waste of money is what it is. You're focusing on the "foreign" part of what I said that's really not important.
The point is that we're spending money on the wrong things.
I know how the underbidding and change request game is played. I've seen first hand the box ticking for features that don't work knowing you can charge fix them later.
