I also remember hearing an interview with a Canadian author who had been sentenced for drug trafficking and wrote his first novel in prison. Said he was grateful for his time as it was WAY better than any Canada Council for the Arts grant. He had a point.

If you're just starting out as an artist in Germany, the government buys some of your work as an investment (you never know who becomes valuable), and to help you get up on your feet.
