I think that MIGHT be a line for reps only because they are afraid of what Dems would do with in response when the pendulum swings. The Senate isn't nearly as sure as the House come Nov, but it's not an impossibility and reps know it. Plus, the save act disenfranchises huge swaths of rep voters too.
