Pretty sure this has been the plan: seize control of all the oil and use it as leverage against China. You can say its for short term riches, and it probably is that too, but the long term goal is control and leverage. China has all the rare earths. US has the oil.

For a Cthulhu-esque game I think spell books are still appropriate, and artifacts definitely. I need to shake the urge to better define spells and their costs and just roll with it.
