there are also people who are making games that are not freeware, but even if it commercially never sees a profit that'd justify the investment (especially if they include years not paying themselves market rate of their own experience level), lead in other ways to opportunities in a career journey

if the question is about low budget games then I also think doomed as a business endeavor is not the right framing. there are many other important and worthwhile reasons people make freeware games, like how a majority of music made is local bands, choirs etc, not doomed because it isn't taylor swift

depends what you mean by indie games

many indie games are not underwhelming, among commercial steam games people know, which had several hundred thousand dollar budgets paying for experienced people's efforts

smaller budgets–except rare clever/viral exceptions–enough strangers won't pay for result

💯 With spending 20 years helping people make their own video games managing those expectations of time and difficulty, realistic quality at their skill level its an ongoing challenge.
