The courts have ruled that corporations are people and have the right to free speech. If the government punishes corporations for their free speech, that's a First Amendment violation. If FOTUS gets a ruling that corporations are not entitled to free speech, then Citizens United falls.

Trump has begun to dismantle FEMA and block states from receiving critical funds. CA and MI cannot access pre-approved grants or loans. FEMA is not reimbursing Washington state for disaster recovery. Dept of Homeland Security Sec Kristi Noem believes in getting rid of FEMA as it currently exists.

The Senate Dems are in a tough spot. If they don't vote on the stop gap bill, the government shuts down and they get blamed. If they do vote to pass and spending cuts cause death and destruction, they get blamed for not stopping it.
