Also true for states. For example:

Contact page: "Contact me - Site Name"

Contact page with error: "2 errors found - Contact me - Site Name"

Contact page with success: "Message sent - Contact Me - Site Name"

It's also a good practice for page finding among tabs in your browser 😊

That's a really good question.
User research with screen reader users tells me that "the changing part" must be put first.

Examples:

Homepage : "My Site Name"

About me : "About Me - My Site Name"

Search result page: "Result for «Terms» - My Site Name"

Pagination: "Page 2 - Result for..."
