Yeah that's a good way to handle it, even within the same game, a specific scene or scenario may benefit from adopting specific extra rules. That's how I used to handle Gurps in the early 2000s, as a variable-crunch engine.

I've heard a lot about Exalted but I have never played it or even read it... maybe I should check it out indeed!
