Judge Engelmayer rejects Trump DOJ's rationale:

"Its entire premise—that the Maxwell grand jury materials would bring to light meaningful new information about Epstein's and Maxwell's crimes, or the Government's investigation into them—is demonstrably false."

The one colorable argument under that doctrine for unsealing in this case, in fact, is that doing so would expose as disingenuous the Government’s public explanations for moving to unseal. A member of the public, appreciating that the Maxwell grand jury materials do not contribute anything to public knowledge, might conclude that the Government’s motion for their unsealing was aimed not at “transparency” but at diversion—aimed not at full disclosure but at the illusion of such. And there is precedent—In re Biaggi, the fountainhead of the Second Circuit’s “special circumstances” doctrine—permitting a court to order the release of grand jury testimony to correct a movant’s misleading public characterization of it.

It's "aimed not at “transparency” but at diversion."

I think it has something to do with wanting the MPD under his control so he can direct which crimes get investigated and which don’t, or maybe so he can manipulate crimes and crime reporting to justify arresting political enemies.

I don’t understand the motivation here. Is he testing this out for future use? Is he trying to get folks used to the idea of martial law for when he uses it to postpone elections? Is he trying to incite violence like he did in LA but failed, or is this just police state stuff?
