Here's my question, based on my average middle management experience: if your role had 4 more people doing it (with no one added on the layer below you), and 3 more layers added between you and the superintendent, how many of those jobs would be bullshit jobs that do not improve the Park?
I don't know what you, someone who isn't operating with a profit motive, do. Government structures and private businesses do not function in any of the same ways as each other or have any of the same incentives despite Republican attempts to insist they "should."
It didn't matter. They could have all been great. Their very presence as a ratio of the overall headcount was ruinously bad no matter what they did. Too many people "managing," too many people actually doing the work that resulted in products/services being sold/performed.
