Just as a branch breaker has a benefit of only isolating that circuit and not the whole house if there is a fault or work needs to be done on the circuit it protects.
I think a 'Chesterton's Fence' way of looking at it is the most appropriate tbh rather than assuming it's a bad regulation
I wouldn't discount the possibility that the main breakers purpose is different to the branches, it's entirely possible that the main purpose is isolation with panel overload protection a secondary benefit, in which case it has to be higher than the branches to prevent nuisance trips right?
