Drop Site previously reported that Secretary of State Marco Rubio has been telling the president talks are happening when none exist. Meanwhile, the head of the U.S. diplomatic mission in Cuba, Mike Hammer, repeated those claims Tuesday in an interview with Telemundo, saying Washington is speaking with “some very high-ranking people” inside the Cuban government, suggesting others inside the government “may not be aware.” Pressed on who, he replied: “Yes, there is a Delcy Rodríguez.” Hammer refused to confirm any names. He appeared to be referencing rumors that CIA Director John Ratcliffe met in Mexico with Alejandro Castro Espín, son of Raúl Castro. There is no public confirmation such a meeting occurred, and Cuban officials deny any secret negotiations beyond routine exchanges.
