Yes Ball Bearing Hill is early in the loop according to race reports. Also Seb reported the 2nd new section was books 9-10. That would put it somewhere around stallion since book 11 was the fire tower. Tim Landy (I think) confirmed in his interview that the new section is at stallion.

This issue needs more clarity from primary sources. Are the cutoffs actually cutoffs or just recommendations? Which ones are the true cutoffs?

Guillaume managed a fun run last year after his loop 1 disaster of 11:33. Apart from him, the rest of the fun runners managed 9:30 or better on loop 1.
