Based on aerial imagery, last night’s fire burned only about 1,500 feet away from the closest homes in nearby Manhattan Beach.

A study by the Environmental Integrity Project found that Chevron’s facility was also by far the largest discharger of selenium and nitrogen into water among all U.S. refineries in 2021.

And there’s not just a pattern of air pollution at the El Segundo refinery.

This was part of a larger national settlement between Chevron, the U.S. Department of Justice and the EPA over alleged violations of the Clean Air Act.

Air violations at the facility date back more than 20 years: In 2003, Chevron agreed to pay a penalty of $800,000 for failure to report releases of hazardous substances and to properly implement a risk management program at the El Segundo refinery.

Among recent issues noted are excess emissions of sulfur dioxide and nitrogen oxides, leaks of volatile organic compounds (VOC), and an inaccurate quarterly emissions report.

Compliance notices from the California South Coast Air Quality Management District show 30 violations since the beginning of 2022.

According to the EPA’s compliance database, Chevron’s refinery has violated the Clean Air Act every quarter over the past three years. The agency’s last full compliance evaluation was in March.

They are concerned about groundwater pollution and potentially being exposed to air pollutants.

Hunterbrook drone imagery shows that the construction work at Permian’s new wells is progressing. The company wants to finish the project by this fall.

Permian now wants to expand in New Mexico, with 10 new oil wells and a central tank battery within Carlsbad city limits. The project was approved in June by the city council despite pushback from local residents.

Their map shows that the contaminant cloud migrated in several directions and covered an area of almost 80 square miles, including large parts of Carlsbad and more than a dozen schools and childcare centers.

The PSE team modeled where the toxic plume moved, based on local weather conditions during the release.

Researchers at the independent scientific research institute PSE Health Energy say that based on gas samples in the same county, the discharge did not just include methane — it was a toxic cocktail consisting of substances like benzene, ethylbenzene, hexane, toluene, and xylenes.

A methane release at Permian’s tanks was first detected by a satellite spectrometer in February.

Permian now wants to drill 10 new wells within Carlsbad city limits by this fall, despite community pushback.

A release at Permian Resources’ gas storage tanks right outside of Carlsbad, N.M., in February likely exposed more than 30,000 people to carcinogenic benzene, researchers say. Long-term exposure to the chemical can cause leukemia.

The takeaway is clear:
