Approximately 50% of applications were discussed in this data set. In calculating the success rates, I have corrected for this by more or less doubling the number of applications (successful and unsuccessful) listed although I did this is a slightly different way.
Many people are doing what they can along these lines, but it is a challenging environment.
Unfortunately not.
This is the percentage of the funds committed to date, not of the year. So this pattern will likely continue with more fund committed but ~40% of them to multiyear funded awards.
They aren't percentiled...

I used a different approach based on the average number of application per percentile from 10%ile to 40%ile. But these numbers agree fairly well with doubling the number of discussed apps.
The 30% discussion will affect data for this fiscal year.
These are just R01s and R56s (according to the NIH Report data).

For a variety of reasons, the apparent "payline" from a graph is somewhat lower than the estimated success rate.
Some institutes, primarily NIGMS, are moving away from R01s to R35 (MIRA) mechanisms.

Some important points:
The number of applications increased for all institutes and centers with increases averaging ~12%.
The difference in behavior between institutes is clear with some institutes like NINDS using sharp "paylines" and others have showing more gradual curves.
