Even in the app itself when you go to report a message it explicitly tells you that they cannot moderate anything coming from encrypted chats.
However if your room is unencrypted in the first place bc you're using a bridge or bot... then they have access to it if its reported.
when you read the whole mastodon thread you understand what they meant fully. There are absolutely no back doors and nobody can access your data. Even matrix itself cannot moderate/decrypt your encrypted messages.
