Congress has now funded most of the gov't through the end of Fiscal Year 2026, with one notable exception—DHS (through Feb. 13), giving lawmakers just over a week to negotiate the next DHS funding bill. We’ll keep you posted.

10/🧵 That would require at least ~70 Democrats to vote to keep ICE & Border Patrol funded at current levels, without new guardrails addressing violence or constitutional concerns.

9/🧵 Plan B would be bringing the package up under suspension of the rules. That skips the rule—but raises the bar to a two-thirds vote of the House.

8/🧵 If enough Republicans oppose even discussing checks on ICE & Border Patrol, they could vote down the rule—blocking the Senate’s funding package from coming to a vote at all.

7/🧵 After a special election, the House will be split 218–214. Republicans can afford no more than one defection if Democrats vote together, as they usually do on rules.

6/🧵 To reach the floor, the House must first pass a “rule” setting debate terms. That rule needs a simple majority—& GOP leaders have almost no margin for error.

5/🧵 House Democratic leaders are split on the deal. Speaker Johnson says Republicans will “probably do this mostly on our own,” signaling he doesn’t expect Democratic votes to move the package.

Congress is days from a funding deadline—and DHS is at the center of it. Today’s Unrig the Rules breaks down the fight over accountability, federal enforcement power, and whether lawmakers will put real guardrails on DHS funding.

And we call upon all corporations to protect the communities in which they operate, including their employees and customers, and refuse to be complicit in this administration's violence against our neighbors.

Congress must not pay for ICE and CBP’s atrocities. Congress should refuse to provide another dollar to ICE and CBP until the violence, abuses and deaths stop. We call on Congress to take immediate action to revoke the tens of billions of dollars already provided through Trump’s tax bill last year.

ICE must heed Minnesotans’ call to leave Minnesota now and stop terrorizing American cities and towns.

Any officer who kills a civilian must be held accountable through legitimate investigations and charges by local officials.

We stand with families torn apart by our cruel immigration system.

We stand with community members coming together in solidarity and love to support each other, protect our cities, and demand justice.

We stand with Minnesota, and we echo the demands of local organizers, including:

Our communities deserve safety. Our families deserve to be together. And we all have the sacred right to peacefully protest without fear.

We mourn Alex Pretti, Renee Good, Keith Porter, Geraldo Lunas Campos, and all those killed by immigration enforcement or while in government custody.

Federal agents executed another person on the streets of Minneapolis. Alex Pretti was an ICU nurse, a union member, a son, and a loving neighbor. We Build Progress and the Progressive Caucus Action Fund join millions nationwide and around the world who are devastated and outraged by his loss.
