I don't see how. As shown there's gaps in every level of brickwork. You could have the rebar running under each brick through the mortar join, but that just weakens the mortar joint more and increases the chances of bricks falling out.

I like the concept of this, but the balcony worries me. Using brick with gaps between like that dramatically weakens it. I would hate for someone to be leaning against it and it fails. That's a long way down.
