Kinda sounds like Ann Arbor β it used to have a bunch of bookstores when I was a kid, including multiple focused on different levels of students, but as Borders ballooned and then Amazon did, most got crushed or pushed out. Last I looked, the main student bookstore is mostly sweatshirts & gear now.
Those Streetviews are a couple years old, and it's less than a mile away, so I just took a walk down to see if they're still accurate, and...
Nope, nothing's changed.
Perhaps Wiltberger also should be pedestrianized, or at least turned into a "shared street", so the sidewalks could be widened to ~the entire street (or at least big enough to get around the giant streetlights) instead of a tacked-on afterthought interrupted at every alley and driveway.

Haven't lived there for years, but when PA's indoor smoking ban took effect, it exempted bars that made less than 20% of their money from food.
One bar owner told me he specifically expanded his food menu so he'd be over the line and be "forced" to ban smoking inside.

i mean, they're closing 9th from Constitution to Penn, i imagine that between the crash barriers and probably viewing area, they're going to have to close that intersection & thus the tunnel anyway...
