I think one issue is that if it's not very dense or agriculturally productive ($), mostly there aren't enough people to make it worthwhile. That's not to say we couldn't do it. It's rather that everything is a tradeoff and there are other things most voters would rather spend money on.
I haven't followed it super closely, but I think all of the above, environmental impact requirements have been very high in California (they've been trying to lower them), and land continually goes up in price, particularly when identified as the target location for HSR I think.
And then have no easy way to get around Helena* once they arrive, because our local transit is also inadequate.
*I've never been to Helena. If this example is inaccurate, feel free to substitute some other town that like most has crummy local transportation.
