Turns out:
die 15kWp beziehen sich ausschließlich auf die AC Leistung.
also Hausverbrauch und Netzeinspeisung.

Yeah, as I understand DB Regio the idea is to slowly move the loco hauled trains to areas that are currently short on trains as more MUs get delivered. A lot of regional lines need the bigger trains for more capacity post D ticket

Those are meant for international services where having the space for more complex electronics to charge electrification is important. And for diesel hauled holiday trains to Sylt and the northern coast. Regional services are moving away from loco hauled services
