Nah I don't think so. I think he's the one native to that universe. He only appears twice in the show and they don't explore him in any way though so it's never explicitly clarified but I think he's just the Flash that was a member of the Justice Society in that universe. He just looks the same
The costume with the hat is John Wesley Shipp playing Jay Garrick. His Barry Allen did return in both Elseworlds and Crisis on Infinite Earths though
