They have deniability, unfortunately. Also, even if they tried, most they could do is suspend/ban the owner, but someone else would take over and people could easily swap the ownership to someone else in the FC if they catch on. CS3 is in a touch spot, but I'd settle for GM discretion over this.

Nope! You can legit find the members, as they all share a tag. It's ridiculous!

It's not just two! There is an FC I know on Siren that has about ten subsidiaries with houses, some from back before lottery days when it was placard clicking. It's hard to ban these sorts of folks, but it's an open secret.

Right?! They and the FCs that split into mini-FCs just to take up housing are a pain!
