well I guess that's just a different way to put it 😅. I would classify regulations being too lenient on light trucks as a lack of regulations in that area (not regulations in their entirety, but in their numbers and strictness).
I mean, the biggest contributors to car size in America are SUVs. They are bigger, less safe and more damaging to the environment. This is due to a lack of government restrictions and climate awareness compared to other countries, not the other way round.
