Agreed. I didn't finish my first PhD attempt, and that was in no small part due to the fact that I had to wrestle with being expected to treat it as a full time job, while not earning enough money to pay my rent and bills. In the end, all the work I had to do gave me more options than the PhD did.

I think it works better with programmatic approaches, because the important assessments should be pushed further up the Blooms Tax and have more 'correct answers' as a result. A greater variety of versions of success = a greater variety of paths to that success.
If you choose to use 'low cost' and 'efficient' assessment tasks (online MCQ for example), you must accept one of the two following costs. 1) That you'll need to spend a bunch on integrity breach investigations. 2) That there will be a long term erosion of the value of the degrees you offer.

If you assume that the 'minority' of students who outsource assessment one way or another is a single digit percentage, you are probably wrong. If you have built assessment around this assumption (e.g. a fully online test), then I have some bad news about the validity of that assessment.
