They said they will be returning the money to the General Assembly. When I asked how this happened, they said the rates were set too high. When I asked when they were going to tell me, they had nothing to say. I had to discover it.

What I found was a black box. That's what the non-partisan Budget Committee staff called it. It's the Revolving cash fund for real time billing. It took them a while to admit how much was in there and how much they actually needed, but it turns out it was around $20M they don't need. π² Yup.

It was in the Office of Information Technology. as Joint Technology Chair, I prodded into how tech is procured and how money is spent. I heard about many complaints from division heads of dissatisfaction with OIT.
Let's be clear: I want to see innovation, but not at the cost of safety. I've said it before, and I'll say it again:
There's a huge pile of money waiting to be made with AI innovation. When you get in your truck to get it, be careful not to hurt or run anyone over. That's not a high bar.
Meanwhile, the VCs are building a trojan horse to pretend that it will do, well, anything, but really just pave the way for them to profit off of us, we the people, with untested AI products that will continue to create havoc while trying to create efficiencies and innovation.

But now they would have you believe that by providing you, the people, with ZERO evidence to claim our AI regulation will cost the state $5M, even though the documentation I provided, done by non-partisan staff, shows that it will cost nothing. π€

In 2025, we had a bill to update the SB24-205 policy. That was SB25-318. This would address the vast majority of things stakeholders had concern with and it would actually REDUCE the appropriation to the state. This bill failed to move forward. leg.colorado.gov/bills/sB25-318

This excerpt from the Governor's EO says that implementation will cost $5M annually. There is no evidence of this and the only thing provided was a link to this letter that says nothing about costs. But what do the documents pertaining to SB24-205 actually say?

But in addition to the budget woes we need to address, AI regulation was mentioned, but for curious reasons. Sure, we will need to find ways to cut $1.2B to balance the budget, but this $5M mentioned here has me scratching my head...
