Only 4 states are tied directly to federal tax code. And only one has TABOR.

Joint Technology Committee [Jun 23, 2025] Duration is only an estimate.

It gets to the revolving fund conversation at 11:53:38 AM but you can listen to the whole committee hearing here:

They said they will be returning the money to the General Assembly. When I asked how this happened, they said the rates were set too high. When I asked when they were going to tell me, they had nothing to say. I had to discover it.
Here are the docs from the hearing:

What I found was a black box. That's what the non-partisan Budget Committee staff called it. It's the Revolving cash fund for real time billing. It took them a while to admit how much was in there and how much they actually needed, but it turns out it was around $20M they don't need. 😲 Yup.

Now, where do we get money to fill this huge hole? I'll tell you where I found $20M.
It was in the Office of Information Technology. as Joint Technology Chair, I prodded into how tech is procured and how money is spent. I heard about many complaints from division heads of dissatisfaction with OIT.

Let's be clear: I want to see innovation, but not at the cost of safety. I've said it before, and I'll say it again:
There's a huge pile of money waiting to be made with AI innovation. When you get in your truck to get it, be careful not to hurt or run anyone over. That's not a high bar.

Meanwhile, the VCs are building a trojan horse to pretend that it will do, well, anything, but really just pave the way for them to profit off of us, we the people, with untested AI products that will continue to create havoc while trying to create efficiencies and innovation.

Colorado Gov. Polis Supports Federal Moratorium on State AI Laws Polis is the most significant Democratic official nationwide to express support for the proposed moratorium, which was included in draft tax bill text issued Sunday.

Back when HR1 was being proposed, a provision was to have a moratorium on state laws on AI, so we would give up our right to the feds to pass laws like these. The Governor quickly jumped at the chance to support that. That provision lost in the Senate 99-1.

But now they would have you believe that by providing you, the people, with ZERO evidence to claim our AI regulation will cost the state $5M, even though the documentation I provided, done by non-partisan staff, shows that it will cost nothing. πŸ€”

Republicans Are Trying to Block My State From Regulating AI I helped write, pass, and protect the nation’s first law to regulate artificial intelligence. Republicans want to undo our law in Colorado.

It would have been great to have passed that bill because money would have come back, but that hijacked by the Venture Capitalists who wanted to go back to having no regulations AT ALL. I wrote about the whole thing in this article.

In 2025, we had a bill to update the SB24-205 policy. That was SB25-318. This would address the vast majority of things stakeholders had concern with and it would actually REDUCE the appropriation to the state. This bill failed to move forward. leg.colorado.gov/bills/sB25-318

We have fiscal analysis done by non-partisan staff on each policy. The summary says clearly "no appropriate required".

D 2025 009 Signed Final.pdf

This excerpt from the Governor's EO says that implementation will cost $5M annually. There is no evidence of this and the only thing provided was a link to this letter that says nothing about costs. But what do the documents pertaining to SB24-205 actually say?

But in addition to the budget woes we need to address, AI regulation was mentioned, but for curious reasons. Sure, we will need to find ways to cut $1.2B to balance the budget, but this $5M mentioned here has me scratching my head...

Many of you have heard that Colorado needs to do a Special Legislative Session for budgetary balancing. This is because HR1, the One Big Billionaire Bailout, reduced state revenue and pulled our budget out of balance. This is not for any other reasons, contrary to what some people have said... 1/12

Opinion | The Era of A.I. Propaganda Has Arrived, and America Must Act

"A.I.-driven propaganda is no longer a hypothetical future threat. It is operational, sophisticated and already reshaping how public opinion can be manipulated on a large scale."

But they keep saying we don't need any guide rails on AI

What effects will the Federal Budget bill, HR1, have on Colorado... it's not good news.
YouTube video by Brianna For Colorado Titone What effects will the Federal Budget bill, HR1, have on Colorado... it's not good news.

Trump/MAGA extremists passed HR1, now it’s blowing a $1.2 billion hole in CO's budget

This bill gives massive tax breaks to corporations/billionaires while nixing funds for Medicaid, SNAP, clean energy & working family tax credits

I broke it down in this quick video ⬇️

Ken Paxton has broken tons of laws and has plenty of things he'd like you to forget he's done wrong... But he would rather have you focus on the Texas Dems who are acting with integrity to resist rewriting the Texas maps to cheat to win.

When public media disappears, so do the stories that bring us together.

With federal funding eliminated, millions may lose their last trusted source of news and connection.

If that matters to you, now’s the time to act. Donate: n.pr/458sOhq

You're reading it wrong. "For bills postponed indefinitely, a no vote" means passing the policy. That's not wrong. But the bill was not PId, so any no vote means it was a vote to NOT advance it which is EXACTLY WHAT I DID.
I'm going to be looking at ways to streamline the process as much as I can
