PPL’s incompetent handling of the transition has led to roughly 80,000 CDPAP consumers fleeing the program, most to sign up with licensed home care agencies.

According to testimony at the hearing, based on the Department of Health’s own numbers, that switch will cost taxpayers $550 million more per year.
