I’ve never had to reapply thermal paste unless I was changing heatsinks/cpu. It’s a conductor so as long as it’s there it’ll do the job.

I don’t know the size of heroku but every place I’ve worked with an established SRE processes or security team is constantly combing through high visibility issues that might highlight an internal risk (or pay a vendor to do it).

I do think you’re both right here but Will is ignoring the high visibility of this incident and how it is analyzed. We’d expect an org that focuses on reliability to look at incidents and assess if they can learn from it, especially when uptime is a critical indicator of reliability to customers.
