I get what you are saying but they do get altered in SOME form pretty often to get a uniform aspect ratio. I've seen it everywhere and never seen anyone complain, probably *because* it means nobody's is bigger than anyone else's in any way as in your first picture. But your choice in the end.

TIL flags have different aspect ratios.

Looked it up online and a common solution is converting them all to have the same aspect ratio so they can all be the same size. But HOW (crop? Stretch?) is another question I could not find the answer to.
