Historically, Transport for London (TfL) and London boroughs have used injury collisions reported to the police to identify places to improve. This study examined 317 hours of video footage from 60 cyclists. Near misses put people off cycling. Fewer near misses means better conditions for cycling.

It's maybe not as easy to "tweak" as you think. TfL say:

Recommissioned a lovely #DawesBike I bought from the refuse and recycling centre (tip) for £10. Needed a new chain and brake and gear levers and a little lubrication of the shifter mechanisms.

A mapr of Kenley Road which runs from North-west to south-eat and has a right-hand bend and the top and a left hand bend at the southern end (travelling NW to SE). It's straight between the bends.

From my experience, Kenley Road has a terrible problem with some drivers racing along it, way in excess of 30 mph. It needs physical measures of some sort. With parking on one side only, it's a drag strip for some.
