Because DHS is not just ICE and CPB. DHS includes the Coast Guard. It includes FEMA and it includes TSA among others.

The government is using technology to identify protestors, and then using that information to track and intimidate them. The people using the devices are wearing masks, but we know the companies creating the technology.

So I see Senate Democrats got the DHS Funding out of the way, a CR for two weeks so they can focus all negotiations on ICE funding, and the malcontents are upset. Well, any day they're not upset, it means they've all be taken out. Making ICE the focus and funding the rest of govt. is a win for me.
