It doesn't seem to be stated explicitly, but I think the key thing is this: which type a verb is doesn't seem to depend on its surface form (the spelling or pronunciation of the present, e.g.).

A quick scout around suggests that there are basically two types of verb: those that change the vowel in the past tense (like 'grow'), and those which add 't' or 'ed' at the end (like 'glow'). I think the first is older, and there's a tendency to shift from the first to the second.

I would add one thing: we are bombarded with two claims: 1) the UK can leave the ECHR without lowering human rights protection and 2) the ECHR significantly limits what the government can do and hence the UK has to leave it.
