Even simple fairness rules should preclude most bets. If you can affect the outcome of a bet, you shouldn’t be allowed to make the bet. If the people directly involved can bet, the bet shouldn’t be permitted. This is the road to both corruption and the worst moral incentives ever faced by humanity.

2. I agree that you get wide, seal the bottom, and shut the door to the first floor. You have to wait a bit longer on a long shot with a tip possibility, but you have to be down and sealed by the time it arrives.
