I think the proper measure of success is the number of medals, divided by the total number of medal events. There has been significant inflation in the number of medal events in the past 20 years.
So, people may forget that back in the day, the Winter Olympics were only 11 days long (until 1984). In 1984, there were a total of 39 medal events. In 2026, there are 117. This makes cross-era medal count comparisons kind of meaningless.
