The biggest concern you should at this point honestly is Costs, thankfully when you’re building the PC yourself you can pick up the pieces at any point in no particular order. I’d recommend getting the more expensive pieces first then gathering the other pieces over time. Takes time but saves money.

If you want to do Vtubing the first thing I’d recommend is getting a separate computer to run the program alone while utilizing a capture card.
