That appears to be the plastic end of a baton round & the rubber or foam part that is supposed to make contact with whatever it's fired at has fallen off. That happens to rounds used after expiration, because the expiration date on baton rounds is the lifespan of the adhesive holding it together.

There's not going to be a White House press event about this. There's not going to be a media blitz about "domestic terrorism" around this incident. No one in the administration will tweet about this. All because white supremacist violence is encouraged by the state.
