In my recent report for the @smfthinktank.bsky.social (bit.ly/3DXrd2S), I called for a ban on uni graduates taking up these Level 7 apprenticeships.

An 'under 21' approach would have a similar effect and similar trade offs + still lots of unhappy punters.
