This means that time travel happens as the Doctor acts (from their perspective) if the Doctor isn’t somewhere yet then what we see are the outcomes of the timeline without the Doctor there to save the day. Once they show up time begins to change. 2/2
Over on the other app I see a lot of different comments on the season 2 finale like this one. I can explain it thanks to Classic Who! During the 4th Doctor story “Pyramids of Mars” the Doctor leaves in the middle of an adventure and shows the 1980s in ruins. 1/2
