What some people aren’t factoring into their analysis is the reality that companies were buying tons of inventory to beat the tariffs.

Nope. We do not have a unitary executive. The Constitution is very clear on that. The legislature (Congress /Senate) make laws. The executive branch (President) cannot make laws, he can only veto them. In fact, our Constitution basically says that the Prez can't do anything w/out approval.
