This has been the problem from the very beginning, and the 'peace process' merely continues due to arrogance (on the side of power) and cognitive dissonance. Both sides say: 'This is not the end but a beginning', but they even disagree on what that means.

Many sentences in the report make sense from both an ultra-nationalist Turkish perspective and a revolutionary Kurdish perspective, but that’s only because they operate within different frameworks and use different definitions. So while there may appear to be some agreement, there really isn’t.

'The report does not name the Kurdish issue. It is impossible to solve a problem without naming it.'

PKK has ended the armed struggle but won't hand over weapons until the problem is solved. That's only logical: it'd leave them defenseless and you can't expect them to accept that. But they are militarily weakened, right? Yeah, but surrender? Surrender is not in their dictionary. Never has been.

In other words: first the 'identification and verification process' (read: PKK handing over weapons) must be completed, then 'legal and policy framework implementation' follows. That's not a logical order of things in a genuine peace process. The state doesn't want peace but an end to resistance.

Read for example paragraph 6.1: "The successful completion of the identification and verification process will not only lead to the declaration that the armed threat has ended, but will also constitute a starting point for implementing the legal and policy framework required by the new situation."
