In case you need an additional option, the mister core is cycle accurate. I primarily use it for real hardware testing. Only difference I had was forgetting to clear ram.

When porting metal gear from the msx to amiga, I got one of the bosses code wrong. You walked into the room, the doors locked, boss tells you how you will die, then promptly moonwalks out of the screen leaving you locked in there with battle music valuing put forever.

Currently disassembling 1944 from cps2 to port it to neo geo CD. Might not be possible in the end. For now, Sprites and tiles converted, scrolling working with converted tiles and palettes, very easy on NG. Loading one stage each time will help to fit the 20 MB of graphics

I'd target mvs first. At least you can get everything working first. Once you have all the data conversion in place you can write tooling to split stuff up for cd. You can run at least 32mb of tiles alone.

As for the dev tool chain, I'm using vscode and our mame 68k debugger for the most part. Makes stepping through code a breeze. But things like the z80 sound driver and cd testing end up going through mame debugger.

Things are never quite the shame between consoles but the biggest difference is you can't test CD music on an MVS. The neo sd loader I got direct from furrtek a long time ago, think it was the last couple of kits they had left.....
