I would suggest an interface like

bedtools intersect [OPTIONS] GENOMEFILE INTERVALFILE...

You might not want to bake in an assumption of only two sets of intervals from the start. Could easily see the utility of more for something like intersect.

I assume Parks still has responsibility because it would cost money for Transportation to take the responsibility that could not be easily offset by a cut in Parks expenditure, as Parks still needs to clear the interior.
