I reported this months ago. In the 1st term, Trump could hand out $$ to farmers by tapping the Commodity Credit Corporation fund, a New Deal-era program that had a lot of cash in it. But it's down to under $4 billion now, meaning he'll need Congress for the rest. Another point of leverage.
