I find the biggest challenge is that a faithful reproduction means having little to no asset reuse for building and environmental meshes. Not sure what engine you are using, but you will probably want to be using a ton of spline meshes and landscape meshes for a more organic feel.

It looks like a very insidious rights grab. The normal mechanical operation of a web server can do things that could technically infringe copyright (reproducing the user content in a served web page, basically). Some other things like reproducing via other media should be more discretionary. ...
