Primes are absolutely required to ensure that their subcontractors are valid, have no conflicts of interest, are legally allowed to work. If any sub is bid as "Key" that is absolutely something the government MUST inspect. She's full on lying.

As someone auditing procurement right now, the idea that you can't control who your subcontractors are is bullshit. One of the risks of procurement fraud is that your bidders collaborate, one of them gets the contract and then subs out to another bidder.
