I don't think either population is served by a merger because the needs are so different. The city has got to figure out a way to get a PILOT of out of UVA, even if it means playing hardball (not currently possible given the defective city council system)
We are never going to get the infrastructure and services we need in the city if the priorities for spending need to be balanced with the needs for the county. No one benefits from merging. The solution is a PILOT and increasing the city's tax base by building more housing
